MRWC’s testimony at Nov. 29 hearing on sewage overflows

Here’s the testimony that our executive director Rusty Russell gave on SB448. Rusty was part of a three-member panel that advocated for the passage of SB448, a bill that will require sewage treatment plants along the Merrimack River (and all rivers in Massachusetts) to let the public know whenever they release raw sewage into a river. It also compels the state to keep track of these dumpings, called CSO (Combined Sewage Overflow) events, and maintain a website where the public can find data on these events.
